NextGenerationEU (NGEU) is a temporary economic recovery instrument established in July 2020 by the European Council with the aim of repairing the economic and social damage caused by the pandemic, with the goal of creating a greener, more digital, more resilient post-COVID-19 Europe, ready to face current and future challenges. This instrument envisages the creation of a temporary fund of approximately €807 billion, of which €338 billion in non-repayable grants and €386 billion in loans. These funds complement the initial €1,211 billion already earmarked for the Multiannual Financial Framework (MFF), for a total of over €2 trillion earmarked for the period 2021-2027.
The majority of Next Generation EU funding, over 80%, is earmarked to support public investments and key structural reforms in Member States, focusing on the areas hardest hit by the crisis and where strengthening resilience is most urgently needed.
Italy is the largest beneficiary, in absolute terms, of the two main instruments of the NGEU programme: the Recovery and Resilience Facility (RRF) and the Recovery Assistance Package for Cohesion and Territories of Europe (REACT-EU). The RRF provides Italy with €194.4 billion, of which €71.8 billion in non-repayable grants and €122.6 billion in loans.

The National Recovery and Resilience Plan (PNRR) is divided into 7 Missions and 16 Components, with a timeframe set for 2026. Total resources amount to €194.4 billion, divided into €71.8 billion in non-repayable grants and €122.6 billion in loans.
To support the PNRR, the Italian government has allocated an additional €30.6 billion through the Complementary Fund, intended to finance projects that, while considered essential for the national recovery, are not covered by PNRR grants and loans. Approximately 40% of the Plan's resources are earmarked for Southern Italy, confirming the focus on regional rebalancing.
